11 deg

I am looking at 11deg 2.45ghz antenna 1x4 array max length of 35cm

Possible? Any metamaterials design based on fr4?

Gain not important but beam width important.

What does "11 degrees" mean to you?, is it somehow angular width?

Higher the Dielectric constant...the smaller the antenna ...and BIGGER the LOSSES...(unless is Teflon sheet) or Foam...

11 degrees is Elevation (UP and Down)  not Width (Azimuth) on this...and you aren't specifying the Polarization (is it Vertical...?)
