I have noticed these "S-Shaped" Antennas going up at major intersections around town. They seem to be installed in conjunction with square white panels on the opposite corner.

The square panels are located on the same pole as the traffic signals, the "S-Shaped" Antenna is free standing, on the top of its own metal pole. What is this, and why is it being installed?

I cant find any information anywhere about these.
